Assessment Validation Unpacked: Guide to Validating Assessments

Among the numerous obligations RTOs face post-registration—annual declarations, AVETMISS reporting, marketing compliance—validation is often the most dreaded.

We have numerous articles on validation, but let's go back to the term itself. ASQA defines validation as a quality review of the assessment process.

Put simply, validation checks which parts of an RTO's assessment process are accurate and spots areas for enhancement. A proper understanding of its main elements can make validation less daunting.

Clause 1.8 in the SRTOs 2015 outlines that RTOs must ensure their assessment systems, including RPL, comply with training package requirements and the Principles of Assessment and Rules of Evidence.

According to the standards, two types of validation are necessary.

The primary type of assessment validation verifies that your RTO's assessment meets the training package requirements.

The second validation type ensures that assessments adhere to the principles of assessment and rules of evidence.

Thus, we understand that validation is done before and after the assessment. This article highlights the first type: assessment tool validation.

A Look at the Two Types of Assessment Validation

What Does Assessment Validation Mean?

As discussed before and in previous blogs, validation includes two processes: (1) assessment tool validation and (2) post-assessment validation.

Assessment tool validation, sometimes called pre-assessment validation, focuses on ensuring all unit requirements are met, in line with the first part of the clause, ensuring complete workbook compliance.

In post-assessment validation, the emphasis is on implementation, ensuring that Registered Training Organisations conduct assessments as per the Principles of Assessment and Rules of Evidence.

For this piece, our emphasis will be on assessment tool validation.

How to Conduct Assessment Tool Validation

Having distinguished between the two types of validation, let’s dive into the details of assessment tool validation.

Ideal Times to Conduct Assessment Tool Validation

Assessment tool validation aims to verify that all elements, performance criteria, and performance and knowledge evidence are covered by your assessment tools.

Hence, whenever new learning resources are bought, assessment tool validation is necessary before student use.

You don't have to wait until your next 5-year validation schedule. Validate new resources right away to ensure they’re appropriate for student use.

However, there are additional reasons to conduct this type of validation. Perform assessment tool validation also when you:

- updating your resources
- new training products are added to your scope
- when course is reviewed against training product updates
- learning resources get identified as a risk during your risk assessment

The risk-based regulatory approach of ASQA requires RTOs to perform regular risk assessments. Student complaints about learning resources indicate it's time for assessment tool validation.

Selecting Training Products for Validation

Keep in mind, this validation ensures compliance of all learning resources before use. All RTOs must validate resources for each unit.

Resources Required for Assessment Tool Validation

Learning Materials

To validate assessment tools, you need the complete suite of your learning resources:

Mapping tool – the first document you should look at. It highlights which assessment items meet unit requirements, accelerating validation.

Learner/student workbook – assess its appropriateness as an assessment tool. Confirm clear instructions and adequate answer fields. This is a common problem.

Assessor guide/marking guide – confirm that instructions for assessors are adequate and clear benchmarks for each assessment item are present. Clear benchmarks are crucial for reliable assessment outcomes.

Other related resources – may include checklists, registers, and templates developed separately from the workbook and marking guide. Validate these to ensure they suit the assessment task and address unit requirements.

Assessment Validation Panel

Clause 1.11 describes the requirements for validation panel members, indicating that validation can be performed by one or more persons. RTOs often require all trainers and assessors to attend, and sometimes industry experts are invited.

Overall, your validation panel should have:

Relevant vocational competencies and industry skills for the unit being validated

Current knowledge and skills in vocational teaching and learning

One of these training and assessment qualifications:

TAE40116 Certificate IV in Training and Assessment or an updated successor

Assessment validation form/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.

At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.

ASQA does not provide a recommended or required template for assessment tool validation, but many templates are available online. These tools generally have validators review the tools as a whole to determine if they meet the principles of assessment.

Though these templates make validation easier, they often result in judgment errors due to limited space for comments on each assessment item.

We highly recommend using a more detailed template to inspect each unit requirement and its corresponding assessment items. Here is an example:

As mentioned in our blog post Common Problems In Assessment Tools, it’s crucial that your assessment tools enable trainers to follow assessment principles and evidence rules.

Core Principles of Assessment
Fairness – Are equal opportunities and access ensured in the assessment process?

Flexibility – Are different options provided in the assessment to demonstrate competence based on individual needs and preferences?

Validity – Is the assessment measuring what it is supposed to measure? Is it a valid tool for assessing the required skill or knowledge?

Reliability – Will the assessment give the same results every time, regardless of the trainer? Will different assessors make the same decision on skill competence?

Basic Rules of Evidence

Validity – Does the evidence demonstrate that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is there adequate evidence to confirm the learner has the required skills and knowledge?

Authenticity – Is the assessment tool verifying that the work is the candidate’s own?

Currency – Are the assessment tools in line with current units of competency and contemporary industry practices?

Even though these are regularly addressed in VET professional development and nationally recognised training, numerous tools fail to meet these requirements.

To prevent using learning resources that fail to address some unit requirements, ensure you follow these guidelines:

Act on Your Words

Focus on the verbs used in the unit requirements and make sure they are addressed by the assessment item. For instance, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:

Complete each of the following tasks at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication per service and regulatory requirements:

changing nappies

prepare bottles, bottle feed infants, and clean equipment

solid food prep and feeding babies

respond suitably to infant signs and cues

prepare infants for sleep and soothe them

monitor and encourage suitable physical exploration and gross motor skills for the age

Having students describe changing nappies for babies under 12 months doesn’t directly address the unit requirement. Unless it’s meant to assess underpinning knowledge (i.e., knowledge evidence), students should be performing the tasks.

Be Mindful of Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.
Mind the numbers. In our CHCECE032 example, one unit requirement requires students to complete the tasks at least once with two different babies under 12 months old. Doing the tasks twice with one baby isn’t sufficient.

All or No Competence

Mind the lists. Again, if students perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Be More Specific

Every assessment item must have clear and specific benchmark answers to guide the assessor’s judgment on student competence. Thus, make sure your instructions are not confusing for students or assessors. For example:
What kind of information can be included in a work package?
What information might be included in a work package?

The answer might include:

Obligatory resources

Associated costs

Length of activities

Designated roles and responsibilities

If an assessment item demands multiple answers, specify how many answers a student must provide. This ensures your assessment is reliable, and the evidence gathered is valid.

The same applies to assessment items with double-barrelled questions or questions that ask for more than get more info one answer simultaneously. These can confuse both students and assessors, as illustrated in the example below:

Identify a hazard and/or environmental issue in the workplace and select the most effective hazard control hierarchy.

Answers could include, but are not limited to:

Weather conditions – isolation of work area, engineering controls, personal protective equipment

Work area and ground conditions – elimination, isolating, engineering controls

People – isolation, engineering controls, administrative controls

Structural hazards – substitution, isolation, use of engineering controls

Chemical hazards – isolation, use of engineering controls, administration

Equipment or machinery – isolation, engineering, administrative controls

Avoiding double-barrelled questions makes it simpler for students to respond and for assessors to accurately judge competence.

Given these requirements, you might think, “Don’t learning resource developers provide audit guarantees?” But such guarantees require you to wait for an audit before rectifying noncompliance. This impacts your compliance history, so it’s wiser to take the safe and compliant route.
